How we review and rank South African EORs

The same checklist is applied to all the providers, whether or not they pay us a referral fee.

  • Published evidence only. A provider earns a mark against a criterion when its own material, a company registry or a regulatory filing supports it.
  • Two sources per provider. We record at least two sources for every provider and log the specific evidence behind each mark.
  • Entity status recorded as stated. We record whether a provider publishes its South African employing entity, describes a partner arrangement, or says nothing at all.

South Africa

Published EOR fees run from around $199 to $799 per employee per month, though many providers publish nothing and quote only after a call, and some charge a percentage of cost to company instead. On top of that sit the salary and South Africa's statutory employer costs: UIF at 1% up to a monthly ceiling of R177.12, SDL at 1% of payroll above the annual threshold, and an annual COIDA assessment based on payroll and industry risk, together roughly 2 to 3% of salary. The fee is rarely the whole cost, since setup charges, deposits, currency margins and offboarding fees are often unpublished and some providers add their own administrative percentage or mandatory benefit contributions on top.

An EOR with its own South African entity is the legal employer itself, so accountability for CCMA claims, payroll errors and data protection sits with the company you contracted; under a partner model, the employer is a third party you may never speak to, though some providers argue this lets them advocate for you in a dispute with that entity. Neither model is reliably cheaper: we have found partner-based providers at both the lowest and the highest published fees. We record what each provider publishes about its model, including the ones that don't say, so you know what to ask before you sign.

Providers publish figures ranging from 24 hours to a couple of weeks from signed order to a compliant contract, and several state more than one timeline on their own websites. Work visas for foreign nationals add materially to that, and our reviews record each provider's stated time alongside where it contradicts itself. In practice, the binding constraint is usually your candidate's notice period, which for South African professional roles is often a calendar month.

If you have no South African entity, an EOR is the option that applies, because a PEO in the international sense co-employs alongside your own local entity rather than employing on your behalf. Once you have a registered South African company, a PEO or a standalone payroll provider becomes viable. Be aware that some South African providers use the two terms interchangeably, so ask which structure they actually mean before comparing quotes.
