Legends EOR Review

A Cape Town specialist that finds, employs, houses and equips your team, publishes both its registration numbers, a 48-hour onboarding figure and a named person to call, and says in plain words that it handles CCMA matters. What it does not publish is a price.

Who Legends EOR suits

You already have your candidate. A good fit if you want a Cape Town employer you can verify at CIPC before the first call, a named HR contact for you and your hire, and a desk and a laptop from the same supplier. The site publishes 48-hour onboarding once a candidate is chosen, no setup cost and no minimum team size. You will need a quote before you can budget.

You need someone found. This is Legends' sweet spot. Recruitment sits inside the core process: role brief and salary benchmarking, then sourcing, screening and initial assessment, with you conducting only the final interview. Published timings are seven days to CVs and two to four weeks to a first hire.

You already use an EOR in another country. Legends employs in South Africa only, so it cannot consolidate your other countries. It does publish EOR migration as a service line, so moving your South African staff across from a global platform is a documented path. Keep your global provider for everywhere else.

Look elsewhere if you need published pricing before entering a sales process, you want a self-service platform or integrations, or you are hiring across several countries and want one contract.

What Legends EOR costs

WHERE PUBLISHED FEES SIT IN THE MARKET · this provider does not publish a rate

Published rates on the scale: $199, $299, $459, $599, $699.

Published rates only. Several South African specialists publish nothing and quote after a call, and some charge a percentage of cost to company instead. The headline fee is rarely the whole cost.

Here is every cost line we could find for one Legends EOR hire in South Africa. Legends publishes the invoice structure rather than a rate: one itemised monthly invoice covering the employee's full salary, statutory contributions, benefits and pre-approved expenses. We do not add these up, because the fee itself is a quote.

THREE THINGS TO GET IN WRITING FROM LEGENDS EOR

  • The management fee, whether it is flat or a percentage of cost to company, and how recruitment is charged
  • Separate prices for office space, IT equipment and IT support, and which benefit schemes employees can join
  • Minimum term, notice period, any deposit, and who pays if a CCMA matter escalates to legal representation

How soon your person starts

IF YOU HAVE A CANDIDATE

48 hours

"48hr onboarding" is published as a headline metric on the homepage, the About Us page and in the Effer Ventures case study. The site does not define what the 48 hours covers; its How It Works narrative puts the final interview in week one and "we employ and onboard" (offer, compliant contract, payroll, HR, equipment and benefits) in week two. Ask what starts the clock.

IF YOU NEED SOMEONE FOUND

2-4 weeks

Time to first hire with recruitment included, per the homepage and About Us page, with initial CVs within seven days. Legends does the sourcing, screening and initial assessment; you meet the strongest candidates at final interview. Candidate notice periods are usually the longer constraint.

Working with Legends EOR

WHO YOU DEAL WITH

Dedicated account managers, contrasted on the About Us page with a self-serve platform, and one HR point of contact for day-to-day matters. Your employees get direct access to an HR professional based in the South African office, available every working day: "named HR professionals, not a ticket queue". UK, US and South African phone lines are published. Hours of cover and escalation for urgent payroll issues are not.

WHAT CUSTOMERS SAY

Google 4.7 from 27-plus reviews on the homepage, six testimonials with names, company type and headcount, and three named case studies: ThinkWorkforce at 47% lower staffing costs, Funding Bay at 171% Cape Town team growth since 2025, Effer Ventures at 37 employees across four functions.

WHEN SOMETHING GOES WRONG

The HR page states Legends manages employee disputes as the legal employer, handles grievances, disciplinary matters and CCMA matters according to South African labour law, and coordinates legal support and representation if a dispute escalates. That is the clearest published position in this set. Who pays for that representation is not stated.

LEAVING

No minimum team size and no setup cost, but minimum term, notice period and offboarding fees are not published. EOR migration is published as a way in; ask what the path out looks like.

South African compliance

Legends employs through The Legends Agency South Africa (Pty) Ltd, registration 2020/134946/07, and issues compliant South African contracts; its FAQ states the contract assigns all IP created by the employee to the client. On payroll, a Payroll Officer and Finance Administrator calculate PAYE, UIF and SDL and file statutory submissions to SARS before deadlines, including EMP201 and EMP501 returns, IRP5 certificates and the COIDA assessment. No policy library or disciplinary code is published. On disputes it is specific: grievances, disciplinary processes and CCMA matters handled as the legal employer, with legal support and representation coordinated if a dispute escalates, though who bears that cost is not stated.

How Legends EOR scores on the ten needs

These are the same ten needs the comparison tool on this site asks you to choose from, and these are Legends EOR's ticks in it. A tick means Legends met the published-evidence bar for that need; a dash means it didn't.

Our overall impression

Where Legends EOR stands out

On corporate transparency it publishes more than it needs to. Two registration numbers, a physical Cape Town office and phone numbers in two countries let a buyer verify the company at CIPC and Companies House before a single conversation, and the case studies attach figures to identifiable businesses.

The scope is the other differentiator. Recruitment inside the process, office space, equipment and IT support as published services, a named HR contact on the ground and a stated position on disciplinary and CCMA matters: for a company building a Cape Town team from scratch, that bundle is coherent in a way a dashboard is not.

Where you should probe

No pricing is published at all, which puts Legends behind the South African specialists that publish a range and the global platforms that publish rates. You cannot form a budget before a sales conversation, and because workspace, equipment and recruitment are separate lines, the first call has to establish what sits inside the fee.

Named benefit schemes are the remaining gap, along with minimum term, notice and deposit terms. And the 48-hour figure is a bare metric: the site does not say what it covers, so ask before you plan a start date around it.
