Best EOR for hiring virtual assistants in South Africa
Employing someone in South Africa is a solved problem in the narrow sense. Dozens of providers will hold the contract, run payroll through SARS, handle UIF and SDL and file the returns, and on that dimension alone there is not much between them. What they do beyond the payslip is where they separate, and for an assistant hire that is most of the job.
Finding a good virtual assistant is not solved, and it is where a hire succeeds or fails.

The hard part is not the employment
An assistant role is unusual in that credentials tell you almost nothing. You are hiring for judgement, written communication, initiative, discretion and the ability to work unsupervised. A CV shows none of that and a short video call shows little of it, so the screening process is where the hire is won or lost, and it has to be run by someone who understands both the role and the local market.
So the right question is not which EOR is cheapest, or even which is most compliant. It is how much of the actual work this provider will do for me, and who looks after the person once they start.
Providers that will find the person
This is the biggest split in the market, and it decides most shortlists. The majority of global platforms will employ whoever you send them and nothing more.

Recruitment sits inside the core process rather than beside it. Its published model runs from a role brief and salary benchmarking, through sourcing, screening and initial assessment, with the client conducting only the final interview, and then into a compliant employment contract and ongoing administration. For an assistant hire, that shape is right: the provider does the volume work of filtering; you make the judgement call on the one or two people who matter.
It publishes IT equipment, IT support and office space as separate service lines from a Cape Town base, which covers the practical questions a home-based assistant raises. It also publishes both its South African and UK company registration numbers, which very few providers do. There is no published pricing. It does publish dedicated account managers and an HR professional based in its South African office, described as a person to call rather than a ticket queue, and an HR page covering disciplinary processes and CCMA matters which states that where disputes escalate it coordinates legal support and representation. What it does not say is who attends a hearing or who pays, so establish that on a call.

Runs a separate talent acquisition service described as using in-country recruiters, covering job descriptions, interview scheduling, background checks and offer negotiation, which is the full recruitment cycle rather than a candidate list. It does not say whether those recruiters are its employees or partners, and it names no South African recruiter. On the employment side, its South Africa page promises a named account manager, and its global EOR page adds quarterly reviews and 24/5 phone access to in-country experts, which is more than most publish.
Two things to weigh. It publishes no pricing for anything. And it does not publish which entity employs your staff member in South Africa: none of its published offices is South African, so ask for the name and the CIPC number before you sign.

The only large platform that prices sourcing as a product of its own rather than a bare referral. Its Find talent module is published at $14 per worker per month, covering sourcing, screening and hiring in one place, though the recruiters it matches you with are vetted partner agencies rather than Deel employees. It also runs a developed device programme that will procure, configure, ship and support a laptop across 130-plus countries, without confirming South Africa specifically.
It publishes a dedicated onboarding manager, but no named ongoing account manager at the base tier, so once you are live on a single assistant hire you are working through a platform and a support queue rather than a person who knows your account.

A South African specialist founded in 2018 by four people who had spent two decades leading VIP Payroll, later Sage Payroll, publishing recruitment alongside EOR, PEO and payroll outsourcing, plus a business process outsourcing product aimed at UK, US and European firms building support teams. It publishes offices in Pretoria and Cape Town, and positions explicitly on personal support rather than a platform queue.
It publishes workspace options, from co-working desks to dedicated offices, and equipment provisioning covering laptops, monitors and phones delivered to new hires. It publishes no background-checking service, so that stays with you.
Talent Collectiv and CA Global HR
Both pair South African recruitment capability with employment. Talent Collectiv operates from Cape Town, building dedicated offshore teams, and states that all of its people are employed, trained, managed and payrolled by Talent Collectiv there. CA Global combines a Cape Town EOR service with the recruitment and RPO capability of its parent and sector depth in mining, engineering, oil and gas, banking and telecoms.
Providers that refer rather than recruit
Multiplier, G-P, RemoFirst and Pebl all connect you to third-party agencies through partner networks. That is a referral, and the agency's fee, quality and South African coverage are separate questions you will need to ask them rather than the EOR.
Providers that do not recruit at all
Playroll, Oyster and Papaya Global publish no sourcing service. Several say so plainly, listing finding the candidate as your first step. Remote publishes a job marketplace where candidates apply to your posting, and RemoFirst publishes a partner marketplace, which are both a step short of someone screening for you. None of that is a criticism of the employment service. It does mean that half the job stays with you.
What thoroughness looks like in practice
Four things separate a provider that will do the work from one that will process a payslip.
A screening process, not a candidate list
Ask what the shortlist is filtered on, who does the filtering, and whether they conduct a first interview before you see anyone. For an assistant role, a provider that hands you twenty CVs has moved the work rather than done it.
Background verification
Published by Multiplier at 24 hours, and by RemoFirst, Remote and TopSource, the last as part of its separately sold talent acquisition service. Playroll offers it as a paid add-on. Not published by most South African specialists, though several will arrange it on request.
Somewhere for the person to go
Ask whether your assistant gets a contact of their own, who that is, and in which time zone. The answer separates a service from a platform.
Help when it goes wrong
Assistant roles have high turnover, and South African law requires both a fair reason and a fair procedure before any dismissal. Probation does not remove that. Ask who runs a performance process, who attends a disciplinary hearing, and who represents you at the CCMA. Almost no provider publishes an answer, which makes it the most valuable question you can ask.
Two combinations that work
If you have nobody in mind and want it handled, a South African specialist that recruits, employs and equips from one contract is the shortest path. Legends EOR and DNA EOR both publish that combination, and both are in the market rather than covering it from elsewhere. Talent Collectiv employs and houses its own people in Cape Town but publishes no equipment offer for your hires.
If you are happy to source separately, Playroll publishes a Customer Success Manager and an Employee Success Manager at base tier, and Africa HR Solutions publishes day-one life cover and a health plan with guaranteed acceptance, though both of those are pan-African products rather than a South African medical aid. Either way you bring the candidate. Several buyers pair this with a South African recruiter engaged directly, which costs more in fees and gives you more control over who you see.
The combination that most often disappoints is a large platform chosen on price, a candidate sourced from a job board, and an assumption that the provider will absorb the rest. For senior hires, that is fine. For an assistant, most of the risk is in the part nobody has taken on.
Questions that separate the shortlist
The answers to questions two, four and seven will tell you more than any rate card.
- Will you source candidates, and what does your screening involve before I see anyone?
- Do you conduct a first interview, and what are you assessing for in an assistant role?
- Do you run background and reference checks, and are they included?
- Who is my named contact, and who is my employee's?
- Who supplies the laptop, who supports it, and what happens with power and connectivity?
- Which medical aid scheme can they join, and what does it cost at this salary?
- Who runs a performance process if it is not working, and who represents me at the CCMA?

Ask directly. South African law requires a fair reason and a fair procedure, and probation does not remove that protection. Oyster sells performance and investigation support as a paid add-on published at $300 an hour. Playroll publishes termination support covering the consultation process, final pay and the UI-19 form. Most providers publish nothing at all.
It is if you want the person integrated into your team and directed by you. If you would rather buy a managed service, South Africa has an established offshore staffing sector that recruits, employs and manages remote staff as a bundle.
Plan on two to three weeks from signing to a start date once you have chosen someone, plus the recruitment process before that and any notice period your candidate has to serve.
