What Deel does well

Whether you should replace Deel depends on how much of what you are paying for you actually use. It is worth being fair about that first.

Deel is one of the largest providers in the category, serving more than 40,000 customers and over $20 billion in payroll. It covers 150-plus countries on most of its pages. It is one of the few large platforms that prices a sourcing and hiring module as a product of its own, at $14 per worker per month for job posting, AI screening, interview scheduling and candidate management, though the candidates come from its vetted marketplace or from partner recruiters rather than from recruiters Deel employs. It runs a device programme that procures, ships, supports and recovers equipment across 130-plus countries. It publishes in-house immigration lawyers and consultants covering work permits in 75 countries. It offers an HRIS, an open API, embedded and white-label deployments.

It also does something for South Africa that most competitors do not: it publishes a local employer cost figure of 2.80% and itemises it, naming UIF, SDL and workers' compensation.

If you need breadth, sourcing, equipment and immigration from one supplier, replacing Deel means assembling several relationships instead of one. That is a real cost, and it does not appear on any rate card.

At $599 per employee per month, Deel sits at the upper end. South African specialists publish rates from $125, and several global platforms publish below $500.

A fee wearing a statutory label

Deel's published South African employer cost of 2.80% is made up of UIF at 1.0%, SDL at 1.0%, workman's compensation at 0.2% and an employer liability administrative fee of 0.60%. The first three are statutory obligations. The fourth is a Deel charge sitting in a column labelled employer cost, which makes South African employment look more expensive to run than it is. It is disclosed rather than hidden. Move it into the fee column when you compare providers.

No answer on the South African entity

Deel claims to own entities globally and does not confirm the position for South Africa. Its own country counts appear as 150-plus on most pages and 130-plus on the pricing page for EOR specifically.

No named contact at the base tier

Deel describes in-house expert teams, with the same claim appearing at two different scales: more than 2,000 globally on one page and 250-plus on its South Africa page, the latter covering South Africa and 150-plus other countries. It does not commit to a named account manager for a small account.

Country page quality

Deel's South Africa page carries a sentence about taking care of everything in 150-plus countries, including Belize, which is templated content that was never localised. Its published BCEA earnings threshold of R224,080.48 also sits two determinations behind the current R261,748.45, though it has updated its minimum wage line to the current R30.23 an hour.

DNA EOR publishes a fixed fee from $125 per employee per month, with a stated range to $275, varying by headcount, industry and how involved it is in day-to-day HR. It is a South African business founded by former payroll operators, quotes in sterling, dollars, euros or rand, and publishes a VAT position stating that EOR services often qualify as exported services and are therefore exempt from South Africa's 15% VAT. Its homepage and pricing page carry different starting figures, so confirm yours.

Omniado EOR publishes a flat $299 with a South Africa focus, and publishes its own South African entity and registration number, 2022/414022/07, in its terms of service. ExpandTo South Africa publishes a flat employment rate in three currencies, €350, $399 or £299; sourcing is priced separately at 55% of base salary and delivered by a partner, and ExpandTo discloses no legal entity of its own.

Playroll from $399 publishes no onboarding or offboarding fees, no minimum commitment and rand billing, against a fully refundable security deposit of one month's salary per employee.

For lower-paid roles, percentage pricing can beat a flat fee, though not automatically. EMPLOI EOR publishes 10% of gross salary, which undercuts a $299 flat fee below roughly $2,990 a month and costs more above it; note that it describes itself as built for US companies and publishes no South African entity. Key EOR South Africa quotes a percentage of total cost to company but does not publish the percentage, stating it is discussed on a first call with a written quote within 24 hours, so you cannot model it without one.

Remote goes furthest of the global platforms: it names its South African employing entity in its Local Terms, with registration number 2020/263679/07, and states on its South Africa page that it employs in-house rather than through third parties. Playroll states in its own South Africa blog, though not on its South Africa EOR page, that it operates through its own South African entity, and publishes offices in Cape Town and Johannesburg alongside a London head office. It publishes no registration number.

A Globalization Partners South Africa (Pty) Ltd is on the CIPC register under number K2017369628, incorporated in 2017, which you can verify yourself in minutes. G-P does not name it on its own pages. Its registered address is a service address in Umhlanga, north of Durban, and no South African staff or office appear anywhere on its site.

Legends EOR publishes both its South African and UK registration numbers from a Cape Town base, and Omniado EOR publishes its South African entity and registration number in its terms of service.

At the other end, neither TopSource Worldwide nor RemoFirst publishes which entity employs in South Africa. RemoFirst publishes and defends a partner model globally, and explains its reasoning, which is a different kind of useful answer. TopSource publishes nothing on the question either way, so ask for the name and the CIPC number.

Deel's South African capability is not attached to any named office or person. Several alternatives are.

Key EOR South Africa publishes offices in Johannesburg and Cape Town, in-house recruitment, dedicated HR compliance and a position on representing employers at the CCMA. Legends EOR operates from a Cape Town head office with recruitment, HR, and IT support attached. CA Global HR works from Cape Town with a named HR and payroll manager and sector depth in mining, engineering, oil and gas and telecoms, though its own site states that it partners with international PEO and EOR providers. West Coast Personnel has delivered EOR from Cape Town since 2010 with a recruitment arm dating to 1996. DRG Outsourcing has run since 1996 from an office in Kloof, near Durban, publishing due-process management from probation to dismissal. Talent Collectiv operates from Cape Town.

These providers do not look like Deel and do not compete on the same axis. What they sell instead is more of the practical work of putting one person to work in one country, under one contract.

Legends EOR publishes employment alongside the practical work around it. Its service lines run from human resources, payroll and employee benefits through company culture, contractor management, EOR migration and onboarding and offboarding, to office space, IT support and IT equipment. Recruitment is described inside its hiring process rather than sold as a separate line: a role brief and salary benchmarking, then sourcing, screening and initial assessment, with the client conducting only the final interview.

DNA EOR publishes the same shape from Pretoria and Cape Town: recruitment alongside EOR, PEO and payroll outsourcing, plus co-working desks, private and dedicated offices, and laptops, monitors and phones delivered to new hires, at a published $125 to $275. Omniado EOR publishes workspace, laptop provisioning and recruitment at a flat $299. Africa HR Solutions publishes office leasing, laptop provision, car rental, housing and relocation support, though from a Mauritius base, 51% owned by the JSE-listed ADvTECH Resourcing, with no South African office published. For a company standing up a Cape Town team from nothing, that combination answers questions Deel does not. Deel will ship a laptop and sell you access to a sourcing marketplace. It will not provide a desk, and it has no South African office behind either service.

Legends publishes a South African company registration number, a UK company registration number, a Cape Town head office address and telephone numbers in two countries, all checkable at CIPC and Companies House. Note that the UK company was incorporated in January 2024 and its Companies House registered office is in Norwich rather than the London address shown on the site, so what you can verify is existence rather than longevity.

What you give up is substantial. Legends publishes no pricing of any kind, no self-service platform, API or HRIS, no immigration service and no coverage outside South Africa. It does publish a support and dispute position: a named HR contact based in its South African office and available every working day, and a statement that it manages grievances, disciplinary matters and CCMA disputes as the legal employer, coordinating legal representation where a dispute escalates. If South Africa is one market among many, none of the providers in this section is a Deel replacement.

Among the South African specialists, Legends EOR and Key EOR South Africa both publish a screening process rather than a candidate list, and none of them will give you an API.

Before you switch

Moving an EOR is more involved than changing a software vendor, because your employee's legal employer changes. That usually means ending one employment relationship and starting another, with continuity of service, accrued leave and benefits needing careful handling. Legends EOR and Playroll both publish an EOR migration service specifically for this. G-P publishes guidance on switching rather than a named service.

Four things to settle before you commit.

  1. Your existing notice periodDeel's pricing FAQ states month-to-month terms with cancellation at any time. Confirm that against your own order form rather than the website.
  2. What happens to your employeeTheir contract, their continuity, their leave balance and their benefits all have to move. Ask the incoming provider to set out the mechanism in writing.
  3. Deposits at both endsDeel publishes a refundable deposit of one to one and a half months of all monthly charges per hire, invoiced before the first payslip and rising to two months in defined circumstances. Playroll publishes a refundable month's salary per employee, Oyster roughly a month's total cost of service in its customer terms, and DNA EOR states that a deposit is required without publishing the amount. Model the cash flow of running both for a month.
  4. Whether you are also replacing sourcing, devices and visasIf Deel was doing those, the cheaper alternative is not cheaper once you have replaced them.
